On February 17, 2025, following a near 2-year run of marital infidelity and child neglect, my son was unlawfully taken from me without a court order, without a legal proceeding, and without any respect for the Philippine Family Code, international law under the Hague Convention, or basic human decency. The act was facilitated by Anngeneth Maylan Degillo Peterson, in coordination with Sacsac Barangay, DSWD Bacong/Dumaguete, and the Bacong Police, who refused to file my blotter report — not once, but three times.

This Isn’t Just Personal — It’s Systemic

Every official who aided or remained complicit in this child concealment violated their sworn duty. This includes:

  • Barangay officials who refused to mediate or verify both sides before allowing a Barangay Protection Order to be filed.
  • DSWD workers who assumed judicial authority they do not have, deciding custody without a court.
  • Bacong police officers — including Chief PMAJ Vann Joel C. Tingson — who openly rejected written law when shown Family Code Article 211, denying a father’s rights in favor of political convenience or bias with tender-age tactics ruled out in 1987 by President Corazon.

These were not just “failures to act.” These were rebellions against the law, executed by people who swore to uphold it. These are not “silent actors.” They are active participants in injustice.

She did not just cheat, lie, and run. She used deception to remove a child from the father’s care, without any legal transfer of custody. That is child concealment and kidnapping under Philippine law. Add to that the violation of Article 3, 7, and 8 of the Hague Convention on the Civil Aspects of International Child Abduction, and her actions are criminal by both domestic and international standards.
